This is a working reconstruction, not the law.

The city's ordinance exists as a faded typewritten scan from 1970. What you see below is an OCR reconstruction of that scan — two passes, compared line by line — and it is published here so residents can find things, not so anyone can rely on it.

Three things to know:

  • It is not certified and not complete. Roughly 229 passages are flagged uncertain — places where the scan was too faint or the two OCR passes disagreed. Those are marked in the text and you can filter for them below.
  • Do not use this to decide anything. Never use this page alone to approve or deny a permit, settle a property right, or make a purchase. Get the official copy from City Hall — 601.736.8201.
  • ⚠️ Date mismatch worth knowing: this ordinance is dated August 1970, while the city's zoning map is certified under Ordinance No. 336 and revised in 2009. Those may be different instruments. Confirm with the city which text is currently in force before relying on either.

The original was prepared by the Urban Planning Group and The Rust Engineering Company of Birmingham, Alabama, for the Columbia City Planning Commission under HUD project P-56. The scan omits printed page 54 (Article XIII).

Section 12.0 — PROCEDURE

2 uncertain printed p.53

The Governing Body may from time to time on its own motion, or on petition by a property owner, or on petition by the agent of a property owner, after giving due public notice and holding a public hearing, amend, supplement, change, modify, or repeal the zoning map boundaries or regulations established by this Ordinance. The provisions of Sections [UNCERTAIN: the scan appears to cite 3590-3597], Mississippi Code of 1942, Recompiled, and Chapter 402 of the Laws of Mississippi of 1960, shall apply to all changes and amendments.

The Columbia City Planning Commission shall have thirty (30) days within which to submit its recommendation to the Governing Body regarding any suggested amendment. Failure by the Planning Commission to do so shall be deemed approval of such proposed amendment.

[UNCERTAIN - VERIFY AGAINST SOURCE PDF PAGE 9: Every petition for amendment to the Columbia Zoning Ordinance shall be accompanied by a check for twenty-five (25) dollars made payable to the City of Columbia, Mississippi. For the city

This page doubles as a proofreading tool.

Tick "Only uncertain passages" above and the page collapses to just the spots where the OCR could not read the original — each one showing the printed page number it came from.

That turns an unreadable scan into a punch list: open the paper ordinance to that page, read the line, correct it. Work through it once and Columbia has a clean, searchable, permanently citable ordinance — something most towns this size do not have.

When the city supplies a clean copy of the current ordinance, this same page loads it and every caveat above comes off.

Planning & Zoning

Still not sure what applies to you?

Zoning language is dense even when the scan is clean. Tell us the property and what you want to do, and we'll point you to the right section — or save you the trouble and get the answer from City Hall.
